Network separation - negotiating solutions with global telecommunications regulators

Hosted by the Ernst & Young Global Telecommunications Center

Network separation is a new regulatory remedy being applied in many countries across the world. It is the partitioning of some aspect of an incumbent's business in order to ensure a level playing field for all operators, thereby improving competition. This practice is not a new concept, however, its suitability as a regulatory tool has never been more hotly debated.

While separation is widely seen from a regulatory standpoint as a way to prevent incumbent non-price discrimination toward rivals, factors driving its implementation are many and complex. Many business professionals would agree the best thing for operators is to negotiate resolutions with regulators. The issue is likely to become even more complex with the advent of fiber network rollout. At the same time, related business models may become more trustworthy with separated incumbent networks in place.

Join Matt Corkery, Global Telecommunications Regulatory Leader for the global Ernst & Young organization, on 12 December to learn and ask questions about the issue of network separation. Matt will discuss Ernst & Young's study Network separation ensuring equality of access, which looks at the status of separation around the world and how it may impact the telecoms sector. The study's analysis focuses on Europe, Australia and New Zealand, and Singapore in particular, however, the issue will be of interest to operators worldwide as well as global business professionals interested in the telecoms sector.

The webcast will feature topics such as:

  • Different types of separation: accounting, functional and structural
  • Impact of fiber network rollout
  • Impact of pay TV
  • Case studies
