It's been five years since the first legislative proposals were released, in 2007, and Congress and the White House continue to show interest in reform. The proposals have evolved significantly over this time, and many provisions have changed since the House of Representatives passed legislation in 2010. These changes appear to modify the intended scope and application of the legislation, and could meaningfully affect the consequences of the legislation to taxpayers.
