Doug J. Holmes began as President of UWC in November, 2006. In his position as President of UWC, Doug serves as the primary UI legislative and policy resource for business, counting as members an array of national and state business trade associations, Fortune 500 companies and third party administrators. He also serves as President of the National Foundation for Unemployment Compensation & Workers' Compensation, which produces regular comparisons of state UI law and hosts the annual national unemployment insurance issues conference.

Doug joined UWC after more than 22 years in positions in the public sector in which he developed policy and administered the federal/state unemployment insurance system. During his tenure in state government, Mr. Holmes served as Deputy Administrator of the Ohio Bureau of Employment Services, Deputy Director of the Ohio Department of Job and Family Services, Ohio Unemployment Insurance Director, Chief Counsel for Unemployment Insurance, and Secretary of the Ohio Unemployment Compensation Advisory Council appointed by the Governor.

In addition to his work in Ohio, Mr. Holmes served as Chairman of the UI/ES Reform Workgroup for the National Governors' Association, coordinator of the Coalition for Employment Security Financing Reform, and a member of the US Department of Labor UI Reform Workgroup. He has been a frequent speaker on the topic of the unemployment insurance system before Congress, state legislatures, state and national business organizations, state agencies, and labor organizations.

UWC has served as the coordinator of a broad based UI business coalition seeking relief from federal unemployment taxes and advocating for improved integrity of the UI system.

Mr. Holmes is an Attorney, and graduate of The Ohio State University and the University of Toledo College of Law.

Debera Salam is Director of Payroll Information and Process Services for Ernst & Young LLP. Debera concentrates on projects that have a compliance and payroll audit focus, including systems implementations, process improvement, and internal and external payroll audits. Her broad-based knowledge of all payroll compliance areas, including garnishments, coupled with her prior experience in federal and state lobbying initiatives, gives her the ability to coordinate a diverse range of payroll projects.

Among her many activities in the payroll industry, Debera currently is an advisory board member for Research Institute of America's Payroll Guide, and an advisory board member of the American Institute of Professional Bookkeepers.

Recognized as one of the leading authors on payroll, Debera is editor-in-chief of Ernst & Young's monthly journal, Payroll Perspectives; author of the widely-acclaimed Principles of Payroll Administration and the Payroll Practitioner's Compliance Handbook (published by Research Institute of America); and a two-volume payroll home study course for bookkeepers, Mastering Payroll (published by the American Institute of Professional Bookkeepers).

Debera is a Certified Payroll Professional (CPP). She was named the 2004 Texas Payroll Professional of the Year and was selected for listing in the 2004 Who's Who in America. She has also been listed in Who's Who of American Women, Who's Who in Finance and Industry, and Who's Who of Emerging American Leaders.

Kenneth Hausser is part of Ernst & Young LLP's National State and Local Tax practice. He devotes his time to payroll and employment tax compliance and unemployment insurance tax-based statutory elections. He provides tax advisory services primarily to clients in the financial services industry, and has experience with many federal, state and local payroll and employment tax issues across most industries.

Since joining Ernst & Young LLP in 2001, Ken has assisted clients with a broad range of specific payroll and employment tax process issues, including complete payroll process reviews to identify specific exposure areas. Additionally, Ken has assisted various clients on payroll conversions, implementations and risk assessments.

Ken also has eight years of industry experience as the Payroll and Tax Operations Manager for Prudential Insurance Company of America. In this role, Ken was responsible for oversight of the company's entire payroll, withholding and reporting function. He facilitated its federal, state, and local payroll and employment tax audits, payments, filings, and general ledger reconciliations and also assisted with multiple payroll system implementations, including PeopleSoft. In addition, he managed the daily administration of payroll and payroll tax compliance, including oversight of 20 payroll, payroll tax and accounting professionals.

Ken contributes articles to both internal Ernst & Young LLP and industry publications. He participates in Ernst & Young LLP's annual webcasts to review current hot topics related to payroll and employment tax. He also speaks on payroll and employment tax topics at various industry functions. Ken holds both an M.B.A. and a B.S. in Accounting and Economics from Rutgers University. Ken is also a Certified Payroll Professional (CPP).

Nicki King is the Operations Manager for Ernst & Young LLP's Unemployment Claims Administration and Tax Services. She is responsible for coordinating the service implementation, delivering any training and monitoring results and facilitating program improvements in accordance with clients' expectations. Nicki has seven years experience working as a claims adjudicator for the State of California and 28 years experience in the unemployment third-party vendor industry. She has worked with many Fortune 500 companies across all industries to implement, oversee and improve their unemployment processes and programs. She has served on the selection committee for the Quality Dayton Excellence Award, an award patterned after the Malcolm Baldrige National Quality Award. She is an active member of the UWC, Strategic Services for Unemployment and Workers' Compensation.

Gregory Carver serves as Ernst & Young LLP's National Director of Employment Tax Services overseeing employment tax professionals throughout the firm. Greg has over 17 years of employment tax experience working closely with many of the firm's Fortune 1000 clients in various industries. Greg has been actively involved in leading tax advisory engagements that have helped clients secure significant refunds and savings. Specifically, Greg has provided tax advice with respect to many client implementations of executive-level planning.

Prior to joining Ernst & Young LLP, Greg worked at Strategic Resources Group, a state and local tax firm that focused on providing state and local tax advisory services.

Greg is a member of the Unemployment Business Association, The American Society of Payroll Managers, The American Payroll Association, and the American Unemployment Tax Organization. Greg has a B.B.A. in Business from Baylor University.
